Russian President Vladimir Putin stated that Ukraine has opened “Pandora’s box” through its military campaign targeting Russian economic infrastructure, according to comments published on Saturday. Putin warned that Moscow will retaliate by striking Ukraine’s most sensitive economic sectors.

Escalation of Economic Infrastructure Strikes

Throughout the summer, Ukraine escalated a campaign of drone strikes directed at Russian economic infrastructure, including oil refineries and online retailers’ warehouses. Kyiv sought to destroy facilities it considers central to the Russian war effort. In response, Russian forces launched retaliatory strikes against Ukrainian economic infrastructure, which have specifically targeted Ukrainian grain exports moving through the Black Sea.

“The Kyiv regime set out to damage our economy. What did it do? It opened this Pandora’s box itself. Well then, expect a response targeting your most sensitive economic sectors,” Putin told a Russian state television journalist.

Global Food Supply Impact and Trade Challenges

The cross-border economic strikes have jeopardized Ukraine’s agricultural exports, raising concerns about potential impacts on international food supplies. However, Putin maintained that the disruptions will not cause global food shortages, asserting that Russia possesses the capacity to replace Ukrainian agricultural exports on the world market.

“We do face challenges regarding the shipment of our goods, but we will resolve these issues. Consequently, there will be no shortage on the global market,” Putin stated. Previously, Russia and Ukraine adhered to a Turkish-brokered deal designed to protect Black Sea grain exports, but Moscow officially exited that agreement in 2023.

Moscow’s Stance on Potential Peace Talks

Alongside his warnings of further economic retaliation, the Russian leader reiterated Moscow’s official position regarding diplomatic negotiations. Putin stated that Russia remains open to peace talks, but stipulated that any discussions must be grounded strictly in the “realities on the ground.” He dismissed alternative proposals conveyed via intermediaries, characterizing them as “exotic.”
